The reason that Toshiba can't play VCDs is the same reason why Panasonic, et al can't: they were never designed to recognize MPEG-1 or CD-Rs or both. It is far more practical and cheaper to just get a dedicated player that does. U will know because it says DVD/VCD/CD player, and if it has dual lasers/twin lasers, etc. like recent Pioneers, Sonys and Philips, then it will play CD-Rs and CD-RWs as

I have Philips Magnavox 825 and it plays VCD's and CD-R. They box says Dual Laser and Video CD.

I run a Toshiba 1202 IDE DVDROM drive. While I have not played VCD discs on it yet (just ordered one tonight) Toshiba's web page says this model plays VCD's. I'll let you know of my results.

there are toshiba models that will read a vcd burned on a cdrw, but i too couldnt get a cdr to work. as far as panasonic is concerned, ive found some models that will do cdr, but not cdrw, and others that do cdrw, but not cdr. as a matter of fact, the panasonic models ive tried will also play a "5+ hour music vcd". for more info on that check this link http://www.greenspun.com/bboard/q-and-a-fetch-msg.tcl?msg_id=003Stf
