Here it is folks...what a significant overhaul in MVET according to Guv Locke would be!!! He doesn't have a clue, does he.

Locke reminded reporters Thursday that he proposed a "significant reduction" of the license-tab fees in December 1997, a break of up to $35 per vehicle. The proposal was coupled, however, with a call to raise the state gas tax by 11 cents a gallon over five years.

Your quote about fooling the masses only further validates how, in spite of the availability of instant information, there still remains a substantial number of lazy, apathetic, and easily manipulated mindsets that won't make the effort to study the issue. Gov. Locke's last-minute promise to substantially rework the MVET, should 695 not pass, only further validates how desperate people will take desperate chances.
