Can WA raise optional fees under I-695

While I-695 prevents government for raising taxes, will this also prevent the state/city/county/school districts from raising optional "fees" or the sales price of products sold by the state? I work with school producing yearbooks for their students. Since the money is collected by the school (and thus becomes state monies), will the voters have to approve an increase in the sales price of the yearbooks sold at the school

Answers

Most likely yes (as in it would have to go to a vote). As a monitary charge by government, you would have to go to a vote of the citizens in your school district to raise the price of a yearbook. This would have to happen even if the publisher raised the cost of producing the book. It also would mean that a whole bunch of people who will never even consider buying a yearbook will have a say on how much it should cost.
