But I thought they were going to be ready?. Didnt they say Russia wasnt going to be a problem. They promised !

If they are going to switch to manual operation because they lack money to fix it, doesnt that mean they will remain in manual mode UNTIL they get money to fix it. For Russia, doesnt that pretty much mean forever?.
