Flowers says that according to their surveys, 89% of U.K. big businesses have followed Action 2000 models on doing Y2K work. In the U.K., national infrastructure providers were subject to independent audit by regulators. In the less visible parts of the national infrastructure, audits sometimes found something different from what was self-reported. They also have a national emergency network in place that may provide some safety net if local problems occur. The 1-9 employee businesses are beginning to respond, she says. They may be doing better than the 10-15 employee businesses.

In terms of the global situation, the U.K. holds a 2 month supply of fuels. She talks about 7-10% failure in embedded chips in some cases; they had not expected much less. They have some concerns about vulnerability of the food supply to road transport throughout Europe. As you go east of the U.K., things are going to be progressively worse. Yardeni seemed to be a little uncomfortable with her talking about countries that didn't have time enough to get the job done.

This is interesting, Stan, because Ms. Flowers is the government's replacement for Robin Guenir, the former head of Action 2000. Guenir was forced out because he was "too pessimistic," and now heads up Taskforce 2000. If Ms. Flowers says some of the embedded systems failures are expected to be more than previously thought, then the 7-10% failure rate is probably a conservative figure.

I was very unhappy to hear Flowers mention 7% to 10% failures in embedded chips. I will admit that I continue to hope that the embedded chip problem is grossly exaggerated (not intentionally, of course) by Ed Yourdon and others. This new information gives me pause. Where's Flint and his grossly exaggerated confidence, when some reassurance is what I want most!
