Asia Pacific Falling Behind Schedule In Y2K-Report
Full Coverage
Year 2000 Problem

TOKYO (Reuters) - Asia Pacific nations and regions are falling behind schedule in preparations to deal with the year 2000 computer millennium bug, the Japan External Trade Organization (JETRO) said in a report Tuesday.

The report was based on a survey of public and private sectors in Australia, China, Hong Kong, India, Indonesia, South Korea, the Philippines, Malaysia, Singapore and Thailand conducted in August and September.

The report said that the survey showed that preparations have significantly progressed compared with a similar survey taken in February, but ``steps to update infrastructure and complete other Y2K measures appear to be behind schedule in many cases.''

About a hundred days to go. And this kind of story. Even the MOST naive idiot pollyanna should recognize that this kind of report is not synonomous with SUCCESSFUL remediation.  It is CONSONANT with a failed remediation whatever that failure may ultimately result in.

They are behing schedule. That is the single biggest IT bugaboo. Timetable. And once again, it is bearing itself out right on schedule (or behind schedule in this case).

This was something that I harped on a lot two years ago. Standard IT Metrics. Geniuses  'like' Kreskin said that they did not apply because Y2K remediation was just 'maintenance' and the metrics only applied to other areas.

Well just about every facet of the standard gamut if IT metrics has applied in spades.

Projects were underfunded, under estimated, under-understood.  Budgets doubled, tripled, quadrupled as the actual amount to remediate was SLASHED by as much as NINETY PERCENT. The scope and magnitude of the projects were never fully comprehended, if even comprehensible in the first place. Abilities were wildly OVER-estimated. Late starts, the bane of IT, pandemic. Arbitrary deadlines.  PHM's.

The remediation has failed. It was never possible to succeed. No more than a ponzi scheme could ultimately 'suucceed'.

Won't be long now.
