I am confused. Who is stating that there is this risk of failure - the Health Care Finance Administration (HCFA - they would be HCFA.gov), part of the federal government, or Health Care For All, whose web site is referenced in this article (HCFA.org)? If this is the Fed's estimate, it is probably an underestimate.

Medicare, last September, already screwed up co-payments totalling some 650 million from y2k-induced computer failures. Congress had to restructure the repayments and the reimbursements.

But that failure didn't get much national press...
