Special VCD features

I thought of something - DVD's and laserdisks have index points and all, so you can easily skip forward. Would this be easily possible with something like VCD creator to, i.e. making a few small MPG's, dragging them into the program and making it play all sections in a row if you play from start, but also allow you to go to the next track, so to speak?

Also, will DVD players also accept MPEG-1 streams of for example 300kilobyte/second, and MPEG-1 streams that are 705x480 (double pal, real DVD size)?
