The Local Review / DEVELOPMENTS IN LOS ANGELES COUNTY Council to Hire Expert to Study Payroll System

ADVERTISEMENT

OS ANGELES--The Los Angeles City Council agreed Tuesday to hire an outside management consultant to determine whether a new, costly city payroll system should be scrapped or whether it can be salvaged. The city has spent $17 million so far on the new system, designed to replace the antiquated payroll that churns out checks for 32,000 city workers. City Controller Rick Tuttle said the system is millions of dollars over budget, a year behind schedule and probably won't meet the city's needs. But Councilwoman Laura Chick, who heads the council's Governmental Efficiency Committee, said the city needs to have the system evaluated to find out whether taxpayer dollars are being wasted or if the system needs major changes.

"Homer":

Sounds like the City of Detroit...

April 1999: Implemented $50M! DRMS (integrated, city-wide) system to replace Y2K-dysfunctional systems. Unable to fall back on the old system!

May 1999: System unable to process A/R & A/P--~5,000 vendors.

August 3 1999: WDIV-TV (Det.) I-TEAM aired an investigative report about Detroit's massive systems mess! Not

August 4 1999: City of Detroit Council approve $28M for contractors to figure out _what is wrong with the system_!

September 1999: City of Detroit will be in dire financial straits if system is not functional by October.

Further, there was no mention or evidence of viable contingency/consequence management plans for the City of Detroit to implement. Gross negligence!

Unbelievable, isn't it!?!

Sounds like Detroit and L.A. are soon to be Y2K "burnt toast!"

These moronic politicians "still_ don't get it! How long before amoral elements take advantage of these chaotic situations?

What's wrong with this picture? Spent to date = 17 million, "...millions of dollars over budget, a year late, and it won't meet city's needs..." (and apparently isn't y2k compatible) - yet " But Councilwoman Laura Chick, who heads the council's Governmental Efficiency Committee, said the city needs to have the system evaluated to find out whether taxpayer dollars are being wasted or if the system needs major changes."

Needs major changes? I'd say "major changes" is a start....

sheesh...this just keeps getting better and better!

THEY wont let anything happen. Really. No...really!

So, are those checks to the 32,000 workers monthly? bi-monthly? weekly? They'll just go manual.

$17 million over budget and a year late...it could just be an "average" IT project! Besides, they are "97% complete..."
