I agree that the rich and poweerful are annoyed with Y2K because they can't control it. But I just wonder why I always see the opposite paranoia--that these people caused Y2K so they could gain MORE control. I don't think so.

nope. i don't think the rich and powerful created y2k. i think it is catching them blindsided and probably ticking them off-although they may actually try to use it to their advantage while keeping the public entertained and stupid. they are so busy with all their plans to take over the world and plunder its inhabitants while squirreling away as much of the wealth as they can (mostly immorally). this is going to slow down their plans for a little bit but they will be back with a vengeance.
