I moved it because the version on DeJager's site has the wrong appellation to read it with excel ("pentagon.exe"?)

Anyway, one disturbing thing about this document is the small number of completed utilities. Most plan to be ready, and a few do not plan to be ready.

This document still raises a few important questions:

1) What are the contingency plans of those businesses who do not plan to be ready?

2) How recent are these surveys? Do they represent current industry status or the status 6 monthes ago? If they are recent it seems likely that some percentage of those who plan to be complete won't be.
