Leska, I'm not being snide, but the reason information is classified is to keep it a secret from the enemy and the public, who may turn it over to the enemy. You can bet your ass that there is a ton of classified material dealing with how the federal govt and military are going to handle y2k, beginning from their stated start date, next month. In other words, don't be fooled: the roller coaster ride is well underway.

Answers

September 1st, '99 to end of March '00 was defined as the Y2K time period where the country is under de facto Martial Law.

Don't look so shocked...it's in the series of ENABLING ACTS... er ...Executive Orders dealing with Cyberterrorism and Weapons of Mass Destruction, as well as Critical Infrastructure Protection.

During that period of time, the Military can sieze local government and intervene in Civilian affairs without authorization from Washington if the local commander believes LOCAL conditions jepordizes the ability of said Military units to make war.

Since they are not enforceing "law", the Posse Comitatus Act doesn't apply.

It's a nice end-run around the Constitution.

For those that think that the declaration of martial law is unlikely, think again . The declaration has already been made and never lifted. Since March 9th 1933,the US has been in a state of declared National Emergency.In 1933 the House passed the Farm Bill by a vote of more than 3 to 1. According to The US Senate, (Senate Report 93-549, issued in 1993) It has not been lifted. The only thing barring the implementation of the provisions of Martial Law is a reason. Y2K will supply the reason.
