Y2K Ready - Or Not?

Was the August NERC report to the DOE regarding Y2k readiness of electric utilities a fully accurate assessment, or was it the written report promised months before as a "positive" public statement, a done deal? Lane Core looks at this issue on Westergaard today. His overview is excellent, but I'm now shaking my head about this matter:

As of 1:30pm Dallas time, I could get the page to load--without text. Everything else on the timebomb site loads...anyone else having this problem?
