Organized Crime Post-Y2K

I just caught a 60 minutes segment on the Mafia and it prompted me to ask this question:

What are the chances we will have a takeover by organized crime in the wake of y2k? It happened in Russia after their latest economic collapse so it certainly seems possible if not probable.

Gary North has written about this, in the context of organized crime -- gangs -- controlling the inner-cities, post-Y2K (including their ability to negotiate with the National Guard in a Martial Law situation). North's major points are that gangs already run a cash-only business, and a generally Y2K compliant one at that. They are already armed, and tend to know where their turfs are. Blackmarkets are blackmarkets, regardless of whether the merchandise is illegal today (drugs) or tomorrow (food).
