Y2K computer bug will strike globally, Congress warned

WASHINGTON _ The computer software flaw known as the Y2K bug is so widespread that every country will almost certainly be harmed by it to some degree, with a few nations even experiencing "economic havoc," a top State Department official told Congress on Thursday.
"Our assessments suggest that the global community is likely to experience varying degrees of Y2K-related failures in every sector, in every region and at every economic level," said Jacquelyn Williams-Bridgers, the State Department's inspector general. The impact will range from "mere annoyance" in some developed countries to catastrophe in unprepared ones, she said.
In many Eastern bloc, Latin American, Asian and African countries, "there is a clear risk that electricity, telecommunications and other key systems will fail, perhaps creating economic havoc and social unrest," she said in testimony to the Senate Special Committee on the Year 2000 Technology Problem.
If Y2K-related disruptions are prolonged, they could interfere with global trade, causing many U.S. companies to lose business overseas and U.S. consumers to lose access to many foods, medicines and other goods, Williams-Bridgers said.
Among the least prepared countries are six of the seven most populous: China, India, Indonesia, Brazil, Russia and Pakistan.
In addition, many unprepared countries are important U.S. trading partners, providing Americans with oil, sugar, fruit, coffee and many pharmaceutical products. U.S. manufacturers often depend on foreign factories for parts, while multinational companies rely heavily on foreign consumers to boost sales.
