Ships docking in Chile may be targeted, unions say LONDON, July 13 (Reuters) - Ships using ports in Chile will be targeted for industrial action if the South American country does not incorporate social measures in its port privatisation programme, transport unions said on Tuesday.

A target list of vessels and shipping companies which have been handled or are expected to be handled in Chile would be issued by November, the International Transport Workers Federation (ITF) said in a statement.

``This joint policy...may result in delays or even stoppages of ships in ports elsewhere in the world,'' the ITF said.

Dockworker and seafarer unions affiliated to the ITF would be involved in action.

The ITF said it and its Chilean affiliate Congemar did not oppose Chilean port privatisation but was seeking equal compensation for all workers affected by reform.

Estimated compensation for about 1,500 dock workers would not exceed $300 million, the ITF said. Chile's port improvement plan was costed at $1.4 billion in 1997.

The ITF is also protesting at the detention of two Chilean dockworkers for involvement in demonstrations against the privatisation programme.

In June, Chile said nine foreign and nine Chilean companies had stated an interest in operating terminals at its state ports.

Operating leases for terminals at the ports Valparaiso, San Antonio and Talcahuano-San Vicente, which handle around 50 percent of the cargo going through Chile's state ports, are due to be awarded by August 27.

Stoppages could also affect ships which had not been to Chile but belonged to owners or were managed by companies which also owned other vessels which docked in Chile, the ITF said.
