Help Wanted with Contigency Planning for Cities

I need some assistance with links. I have been informed that my city is planning two meeting this week(one on contigency planning, one on civil preparedness). I have been informed these meeting are open to the public. I am curious as to what kind of tone will be present at these meetings. I would like some links to other sites that are helping cities with contingecy planning and some links about what other cities are doing for civil preparedness. Having talked to a couple of people at city hall, one stated they are only concerned about what happens to the city(she stated that their only concern is what happens here as if the city can survive alone) and another that stated "people are actually stockpiling food and water for a year" as if that was wrong. Check out Salt Lake City and their fire department. They're doing a pre-emptive strike, knowing that people will stock fuels, trying to help them do it safely.
