C-SPAN2: Y2K and Terrorism

I just caught the last part of c-span2 and the topic was "Y2K and Terrorism". My guess is this segment will air again later today (they frequently do that).

The gist was that they expect terrorists, both foriegn and domestic, to take advantage of Y2K. They also mentioned that employers should be on the lookout for changes in employee behaviour as the rollover approaches since stress often leads to violence.

Personally, I am worried about terrorism. I remember one night during my Y2K research thinking that having all this information out in the open HAS to be driving the guys in the intelligence community batty. Our electrical grid, communications network, chemical manufacturing, water/waste processing utilities, etc. and all of their capacities and weak points have been laid bare for Y2K analysis. There's not a terrorist in the world that could have compiled such a detailed list at any price even a few years ago. Now, they can sit at a web-browser and download it all for free.

So yes, I do expect that we'll see some major terrorist activities as the rollover approaches. I just hope it doesn't turn out like that movie 'The Seige' where the Liberties of normal citizens are stomped on in an impossible effort to provide "protection".

We have a pretty good forum here and I really don't care how, or even if, someone prays to GOD. How they worship, IF they worship, is NONE OF YOUR BUSINESS! When you SHOVE YOUR religion in someones face, it is quite frankly INSULTING. That is why you get such nasty responses.

My firm issued an employee security letter in which five of the seven articles were by CIA, FBI, and other top government personnel, in which they each say that they expect terrorists, nasty hackers, and crazies (my terminology) to take advantage of the Y2K turnover and confusion to attempt to destroy our infrastructure. Reading this report, one senses that they are all working frenziedly. And one realizes that apart from the two-digit and embedded chip problems, we have these human-caused destructive elements to contend with. Now tell me there is no cause for concern, you DGIs, said the GI who's worried!

After listening to folks such as the former Joint Chief of Staff, former head of FBI Bomb-unit, etc., on C-SPAN2, I'd say we're *ucked! George Shultz was on the panel, but I didn't hear him speak.

MSNBC staff and wire reports WASHINGTON, July 8  The threat of a biological or chemical attack on the United States is so real that every motorcade carrying President Bill Clinton now includes a special van equipped with medicine, gas masks and decontamination equipment. But despite such preparations, a federal commission concluded that the country is woefully unprepared to handle the increasing threat of a nuclear, chemical or biological attack from rogue states or terrorists  and that the threat is worse than previously thought. WE THINK the threat is much more severe than commonly appreciated by the American people, and government is not well-organized to deal with it, said former CIA Director John Deutch, who headed the government commission. Its report goes to Congress and the White House next Wednesday.

NBC's Andrea Mitchell reported that the commission concluded that, despite training exercises like one carried out recently in Utah, the nation is not only vulnerable to biological and chemical attacks, but also to nuclear terror.

"The threat from weapons of mass destruction is growing and urgent, and we believe that the time has come for a new approach," said Dave McCurdy, a panel member.

One nightmare scenario outlined in the report includes a disgruntled Russian nuclear scientist working in a lab with poor security who sells weapons fuel to Iran. Even worse, the report says, would be an attack impossible to prevent: A terrorist releases smallpox spores into the cabin of a plane leaving Mexico City. The plane stops in Los Angeles, then Montreal and finally London. Within two weeks, two continents could be infected.

"It's not possible to fashion a net that will catch all of the things that would impose those kinds of risks," said Donald Rumsfeld, a former secretary of defense.

APPOINTMENT OF NATIONAL DIRECTOR

The bipartisan commission, meeting in a secret CIA office in Washington, came up with 80 recommendations to improve the nation's security.

At the top of the list is the appointment of a high-level deputy to the National Security Council, a national director for combating proliferation.

The appointee would work at the White House with the president and vice president and all federal agencies. The director would coordinate health, law enforcement, defense and other federal agencies on preventing any incident or attack involving nuclear, chemical or biological weapons  and the federal response to such an event.

Sen. Arlen Specter, R-Pa., the commission vice chairman, said the report also proposes a strong role for the vice president in redirecting funding and authority for the effort.

Specter, citing a lack of coordination and preparation, said the country is somewhere between anarchy and bedlam in dealing with the threat of terrorism. I think the report is tremendously important and has to be acted upon before we have to react to terrible situations.

But at the Pentagon, Deputy Defense Secretary John Hamre said the existing lines of authority for dealing with such a crisis are sufficiently clear and do not require the appointment of a special coordinator.

I personally dont think creating yet another czar for this subset of the problem is the right answer, Hamre said. I dont think its feasible.

VACCINES AND MEDICINES

The commission also recommends the deployment of stocks of vaccines and medicines at key U.S. posts around the world.

The city of New York recently tested its readiness against a possible anthrax attack on the subway. But New York is one of the only cities even remotely ready to deal with such an emergency.

Bioterrorism: 'A very real scenario' Potential threats analyzed in the report include attacks from countries such as North Korea, Iraq or Iran, regarded by the United States as rogue states." Other threats include the possession of lethal weapons by terrorist organizations; the transfer of destructive technology from Russia or China; and instability in the Mideast and on the Indian subcontinent, where both India and Pakistan have tested nuclear bombs.

"They can take terrorism into our homeland, they can threaten our closest allies abroad. It requires the same level of commitment that we had during the Cold War to fight the threat of communism," said Daniel Poneman, a commission member.

The report does not rank the dangers to Americans but stresses the possibility of new threats emerging without notice, Deutch said.

Deutch said the nonproliferation challenge has changed significantly in recent years. It is no longer enough to try to prevent the spread of dangerous weapons because so many governments and groups already have them, he said, adding it's now necessary to prepare to combat it and defend against it.

The most critical weakness in the government, he said, is the lack of central direction in preparing federal agencies for such a major crisis. We have to be prepared to deal with it, and were not, he said.

Four years have passed since the most devastating act of terrorism ever committed on American soil: the bombing of the Murrah Federal Building in Oklahoma City on April 19, 1995, in which 168 people died and another 400 were injured. In that time, home-grown acts of terror, particularly those committed by factions of the radical right similar to those responsible for Oklahoma City, have not gone away  and have, if anything, grown dramatically in frequency.

A SURVEY of politically motivated crimes committed in the United States since April 1995 reveals a disturbing increase in the activity. During those four years, some 39 documented cases involving terroristic intent have arisen, largely the product of the same virulent anti-government ideology ascribed to by Timothy McVeigh and Terry Nichols, the two men convicted of the Murrah bombing.

Most of these cases, however, have not involved acts so spectacular and horrifying as the massive destruction of an occupied building. Rather, they have been comprised of an array of pipe bombings, bank robberies, police shootings, armed standoffs, attacks on abortion providers, actual and planned attacks on federal officials and facilities, and hate crimes, all committed (like Oklahoma City) with the intent of fomenting a revolutionary overthrow of the current American government.

Prior to April 1995, most cases of U.S. domestic terrorism  that is, crimes of violence intended to force political or social change committed by Americans on their own soil  were relegated to a handful of causes representing a broad array of issues: animal- welfare activists, pro-environmental radicals, anti-abortion activists and extremists from racist hate groups. But after Oklahoma City, observers have seen a surge in incidents, arrests and investigations that have been related almost solely to activism on behalf of rightist anti-government beliefs  that is, from self- described Patriot movement and related rightist groups, comprised of a range of militias, anti-abortion groups, constitutionalists Freemen, common-law courts, secessionists and tax protesters.

According to experts in law enforcement and academia, domestic terror has occurred in the U.S. throughout its history, hitting peaks and valleys, and that the nation is currently going through one of those peaks. In recent history, an earlier peak occurred in the middle of the 1980s, followed by a dip later that decade, because of aggressive efforts by law-enforcement agencies.

However, according to Michael Barkun, a Syracuse University political scientist who is the author of several books on the extreme right, the early 1990s saw a significant increase in domestic terrorism. Part of this is clearly related to the rise of the militia movement, although certainly not all militia groups have been involved in acts of violence, he says. But there seems to be a rise in paramilitary activity in the early 90s. Then Oklahoma City comes along, and again, theres a very aggressive push by particularly federal but also state law-enforcement agencies to get both intelligence and control over this kind of activity  but the activity doesnt seem to stop. Other experts note particularly that there was an impressive surge in domestic terrorism beginning in early 1996  a trend that hasnt leveled off yet. LEADERLESS RESISTANCE

The apparent upswing, according to these and other experts, is almost certainly a product of a change in tactics by the would-be revolutionaries of the far right. Beginning in the early 1990s, their leaders began moving away from their traditional hierarchies and advocating a system of organization they called leaderless resistance: forming small, five- to eight-man cells of like-minded Patriots who would then carry out a variety of acts of resistance.

First elucidated by former KKK Grand Dragon Louis Beam in a 1992 paper, it appears to have been itself inspired by the real-life example of The Order, as well as by the blueprint for fomenting a race war drawn up by William Pierce, leader of the virulently racist National Alliance, in his 1978 novel, The Turner Diaries (a book favored as well by both McVeigh and Robert Mathews, leader of The Order). It quickly spread through the Patriot movement as a strategic cornerstone.

This metamorphosis was epitomized by the episode, in spring through fall of 1996, involving the so-called Phineas Priests in the Spokane, Wash., area. A group of four men, all members of a racist Christian Identity church in Sandpoint, Idaho, engaged in a brief reign of terror by robbing a series of banks, using pipe bombings at nearby locations (a newspaper plant and a Planned Parenthood clinic) as diversions and setting off bombs within the banks themselves. Before they were arrested by the FBI in October 1996 while attempting another robbery in Portland, Ore., they left behind a series of notes making clear their mostly Identity-driven ideological motives, marked with the sign of the Phineas Priesthood.

This priesthood was first announced in a 1990 book, Vigilantes of Christendom, by a North Carolina white supremacist named Richard Kelly Hoskins. It outlined the formation of small cells of priests who would go about the work of enforcing Gods laws: that is, killing mixed-race couples, civil-rights leaders, race traitors and abortion providers, or anyone else who violated the arcane Identity interpretation of Old Testament laws. It also argued for robbing banks  since banks engage in the sin of usury  to finance the operations.

The whole concept of the Phineas Priesthood was essentially a fictional construct, says Barkun. I see no evidence that any such organization existed prior to the publication of Vigilantes of Christendom. I think it was simply Hoskins rather creative reading of European and American history.

However, what was not fictional was the way the book became, like Pierces, a blueprint for action. Then you get this kind of imitative behavior in which people begin to think of themselves as Phineas Priests and act out the scenario that Hoskins presented, Barkun says. And the same thing happens with the concept of leaderless resistance. RISING AWARENESS

Law-enforcement officials have not let the trend go unnoticed. According to the Southern Poverty Law Center, which monitors the activities of the radical right, the FBI before Oklahoma City had only 100 open domestic-terrorism cases; today, it has over 1,000. Specialists like Barkun and the Militia Watchdogs Mark Pitcavage, who provides training and background for the FBI and local law enforcement under a Justice Department program, have seen a steep increase in the demand for their services.

And the trend has induced law enforcement to apply more agents to the problem. Theres no question that theres more informants, there are more people working for the feds, there are more agencies interested in this, says Mark Potok, editor of the SPLCs monthly Intelligence Report. You know, virtually every major federal agency has a task force or a unit. Im talking about everybody, even the IRS  everybody has a domestic-terrorism unit.

However, this same phenomenon clouds the law-enforcement picture. Its like certain kinds of crime statistics: Are we seeing an actual change in incidents, or are we seeing a change in reporting? says Barkun. Indeed, many of the 39 identifiable cases of domestic terrorism since Oklahoma City have involved arrests in which law enforcement caught would-be conspirators before they carried out their plans. Its difficult to tell whether those arrests would have occurred at all in a less sensitive environment. OPTIMISM AND CONCERN

Those same arrests, though, indicate the extent to which law enforcement  particularly after horrendous stumbles like the fiascoes at Ruby Ridge in 1992 and Waco, Texas, in 1993, that provided fodder for many of the terrorists ideological fires  has learned to effectively counter domestic terrorists. They found ways to defuse hostile situations without bloodshed, as evidenced by the peaceful surrender of the Montana Freemen in 1996 after an 81-day armed standoff. And they have grown sophisticated enough not only to recognize potential problems, but to distinguish mere resistance from more radical actors and act accordingly.

That in turn reassures many of the people who monitor domestic terrorism. I tend to be fairly optimistic in terms of criminal extremism, says Pitcavage, in that even though there is what I think quite a high level of activity, I think the evidence also suggests that local, state and federal law enforcement has been pretty successful in dealing with it.

He points particularly to the case involving a group of seven constitutionalists in the Midwest led by a Kansas man named Bradley Glover, who organized to fight what they believed was the imminent invasion of the U.S. by New World Order forces. These guys were planning on attacking Fort Hood, Texas, on the Fourth of July, with 50,000 men, women and children present to celebrate the Fourth of July, Pitcavage says. They werent planning to use bombs, but anti- personnel devices and spraying machine-gun fire, because there were Red Chinese troops being trained there.

Well, who knows what would have happened on the Fourth of July if they had actually done that. I think a catastrophe was averted by really smart law enforcement. The Missouri State Highway Patrol and the FBI just did an excellent job. Y2K AND TERRORISM

However, the approach of the millennium almost certainly means that it will not subside for some time. I think most people who look at Identity and millenarian issues agree that the danger level is creeping back up with Y2K, says Potok.

The millennium feeds the fires in two ways: first, it fuels apocalyptic fears latent in Identity beliefs, particularly their view of racial conflict in the context of Armageddon; and second, the claims of coming social chaos related to the so-called Y2K bug in computer systems actually amplify the survivalist mentality innate in most Patriot belief systems.

Barkun observes that on one level, survivalists would presumably be less likely to engage in crimes because all they want to do is be left alone. On the other hand, there certainly are cases of a survivalist lifestyle in which the separation from the larger society becomes so radical that law violations are inevitable, he says. This is what happened with the Freemen. These were people who not only wanted to be self-sufficient, they didnt feel that they should have drivers licenses or get building permits or pay taxes or do any of the large number of things that are required of people in this society.

And the problem, he says, will likely continue beyond New Years Day, particularly in light of millennialist literature making predictions of awesome events going well into the first decade or two of the next century.

I dont think this is going away, he says. I dont think that its about to go away.

We caught some of it here and were pleasantly suprised at the 'doomsaying'. Wonder when they will tell mainstream John Q?

The admiral painted a very serious picture. Water purification, food, vehicle gassed up Dec. 31st AND extra gas on hand if you have safe storage available. Cell phones for backup. This guy was really into backup contingency plans on a personal level.

NO TRAVEL was recommended by all. Any large gatherings for the eve rollover was highly discouraged.

Not sure which one said it, but they mentioned the smart buildings being in deep doo-doo. Even mentioned the dreaded elevator!

From what little I heard, it sounds like they expect outages of elec, commo, gas pumps, etc., in addition to terroristic opportunities. They even touched on the possibility of viruses, worms, etc being placed in the remediated code. Said they are working so fast to fix the code, that they can't look it over too carefully!

A sheriff (?) from Wyoming said ppl (survivalists) are rumored to be planning to blow up bridges, are stockpiling weapons, etc. to prevent looters. The response was that they realize there are some individuals that will cause problems, and local sheriffs are concerned. What amazed me - they seemed pre-occupied with MAJOR terrorism and were less concerned with citizens arming themselves. Cool beans :-)

Some of those anon posters with the Nat. Guard, etc. are sounding a wee bit more CREDIBLE to me about now!

Panel Members included: Admiral William Crowe (not George Shultz), a former Chairman of Joint Chiefs of Staff, ambassador, and recently oversaw investigation of embassy bombings in Africa. Gary Stubblfield, former Commander Seal Team Three Robert Quigley, former FBI Bomb Data Center Head

This briefing appeared in no way to be connected to House or Senate panel testimony. Held in what appeared to be a cramped hotel briefing room.

Leadoff and closing speakers were from a firm called GlobalOptions. Unknown type business. Gave the appearance of intel collection versus investment, or marketing as the name suggests. Appears these cats were the event sponsor.

BOTTOM LINE of the entire presentation in one sentence by these players in the know was that this forum is indeed precisely on track! (Pollys be damned!)

In the intro, by Neil Livingstone, GlobalOptions Chief Exec, the first thing that caught me was Japan stocking 1/2 year supply of oil.

Businesses, Governments, Communities must push past contingency planning, and look at damage control and coordination of recovery. Spoke of one key heavily industrialized European country (would not name) that had given only lip service to, but no depth in preparations.

Adm Crowe took the podium. Went off on a tangent about the New World Order, saying there was definitely a lot new, but we were short on the order. Said scant attention was being paid in many countries to the problem and this would eventually impact on our shores.

Noted that we bombed four different countries in last twelve months of which three were Muslim (we can expect some sort of response).

Gary Stubblefield was particularly interesting covered a lot of ground but got very specific in terms of recommendations holding up items such as toilet paper, water filters, first aid kits, flashlights, etc. I thought this level of detail astonishing, given what we have seen elsewhere. (30 day stockage - toiletpaper) Peparations are the safe and prudent thing to do he noted!

Sidenote: Throughout the various speakers much time was spent talking more to the domestic threat, such as cults, militias, etc during this vulnerable timeperiod. They kept mentioning people trying to outdo the last bomber in style and magnitude. Expecting someone to "commemorate" the turnover by doing something of grand magnitude to gain worldwide notoriety.

Most interesting speaker to me was the former FBI Bomb Data Center Head. Although he was talking about past bombings, everything he was saying wa if he was talking about Y2k. To defeat potential bombers people must be educated about the problem, and heighten their level of awareness (sounds like what we are attempting to do on this forum!) There are clues out there for people to look for. This gets people informed, aware there is a problem and it is an avenue for any "Joe" to learn and speak out. He was speaking about forming neighborhood watch groups but sounded exactly like the role of this forum.

Defined Y2K as a High Probability Threat. Events will be both random and indiscriminate.

Final speaker was also from the sponsoring company and spoke to future litigation, which will be everywhere. Smart buildings will become real dumb, real fast and the impacts will be far reaching. Said all the medical device failures we have discussed endlessly are indeed proving to be quite serious. Stock 90 days of meds!

I caught the final 20 minutes or so of the rebroadcast. I'm not sure who suggested it, but I clearly heard one of the panelists recommend (twice) that everyone have 60 days cash!! Clearly, he is an "enemy of the people"!

The rest of what I saw was sobering, indeed. TPTB are taking the terrorist threat VERY seriously (as well as transportation SNAFU's and other Y2k "fallout"). How disheartening that virtually no one else outside of this forum does.

I have seen nothing yet although the presentation was on C Span II the first time sometime Thursday. This is odd as there were dozens of reporters there. It will probably be rebroadcast again over the weekend. If anyone knows the air time, please post it here.

Only watched a bit of it. First impression was that the first speaker didn't "know" Y2K because he said next year is the first year of the millennium. Several times.

This is the kind of little details that the press get and is wrong.

Its a time disabled mentality.

All the same I am glad to be a Canadian. No one pays attention to us.
