WASHINGTON DC PLANNING FOR 'MASSIVE' Y2K MOBILIZATION OF EMERGENCY PERSONNEL

The District of Columbia government, recognizing that its year 2000 repair program likely will not be completed on time, is feverishly planning for a "massive New Year's Eve mobilization of emergency personnel and other staff to ensure critical city services are not interrupted if computer systems fail," the WASHINGTON POST is reporting in a Page One scare story on Monday.

Cmdr. David McDonald, the supervisor of police Y2K planning tells the POST: "We want to reassure the residents and visitors to the District that even if Armageddon comes, we will assist and protect the public."

'Mornin' Ray. Good to see you again. Just as with other major posts, this one is going to be hot. It'll be interesting to see what the market does today and this week, with the FEDS looking at raising rates, etc and the market is already nervous (according to analyists).

You will note in reading the full account of this story that while the Y2K leadership group in DeeCee is telling the public the truth about the problem, the *mayor* and *police* statements just can't resist putting some spin on it, and they try to reassure the public that it really is not expected to be such a big deal. They're "just putting some cautious contingency plans in place" you see, nothing more. So, the deeper political machine is still putting out polly- like statements which will calm the public fears, while behind the scenes they are busting butt to have all kinds of emergency plans in place.

Mornin Mr. K., yes it should be an interesting week in the financial Markets and elseware. I think the BIG question is how much Greenspan will raise interest rates by. Looking at the Long Bond trading this morning the markets appear to believe that the increase has already been factored in (30 yr bond up 0.62% right now). They may be in for a surprise and we may see a high degree of volatility.

It's hard to say when the turning point in y2k awareness will come but I believe it fair to say it will come.

Gordon, no question about it, this has been orchestrated at the highest levels and will continue to be until they decide to slam the door shut. Wonder when that will be??

Since I'm planning for a 9.5, I am hardly a polly! But I don't put much stock in this, either for arousing DGIs (at this time) or with respect to how bad "they" think Y2K will be.

"They" (whether DC planners or Wash Post) know less about Y2K than we do (there is no huge cache of "secret" Y2K data out there, believe me).

SADLY, their contingency planning will probably be as half-assed as their remediation. IOW, this planning is generally a good idea but falling into the gentle hands of these folks at their "warming centers" past rollover is not my concept of a good time.

Bottom line, this doesn't say boo that Y2K will be any better-or-worse than we thought it was yesterday. It may create a few extra GIs.

Only two things may change the picture pre-rollover:

1. The big money decides to pull out of the market (August on is the window for this).

2. A Y2K disaster, with significant loss of life, takes place pre-rollover (unlikely).

Otherwise, we will see growing numbers of GIs (double or triple today, still a tiny percentage worldwide) straining supplies post-September, but all very quiet (wink-wink) as newbies imagine the need to be "clever" about getting out ahead of the crowd. In fact, even the big money would like to pull this off: especially the big money.

That article from the post will not do a thing to drag down the stock market. After Greenspan speaks, it will go up. Waiting for Greenspan is like waiting for a storm. You know it's coming, it hits, it's over. A rate hike has alreading been factored into the market.

The market no longer feeds off earnings. It feeds off greed.

Yes, I heard this on the morning news. I have previously posted on several forums the sad fact that Clinton is planning a $10M New Year's celebration, beginning 12/31 and to last 3 days, in the nation's UNPREPARED FOR Y2K CAPITOL!!! Will you all call, write, e-mail or fax the White House and your reps on the Hill, asking that this egotist cancel his nonsensical event to prevent utter chaos in DC, and spilling over onto us poor VA and MD suburbanites outside DC. Can you see it all now? S.O.S. Thanks!

By the way, how long do you suppose this "emergency mannning level" can be maintained until the "emergency maintainers" can't manage any more? Double and triple shifts can't be kept up for long periods of time with effectiveness and decision-making starting to suffer. Mistakes then become more likely as people get more tired, more frustrated, more easily distracted.

Lots of days of extra manning = millions dollars; from overtime/double time/triple time (holiday) hours too! They can't afford this for too long.

I really don't think there's anything you or anyone else can do to stop the reveling rabble rousers on New Year's Eve. And there will be lots of *fireworks* too, some of which is bound to hurt some folks. I think the Prez is only conceding to this expected reality.

Frankly, I think the Clinton's should be in DC when something happens. I would not call, write, holler or spit trying to dissuade them. All that come to their bash deserve the same.

I also think the party is a cover up to have all the government elite in one place for instant removal to safety. We have heard rumors that the government has placed large orders for food. Who do you think they are hoarding it for? You and I? NOT.

These people are not stupid, they know what they are doing. They may want to give the appearance that they think Y2k will be a non event but I don't beleive it for a second. They are the SURVIVORS, haven't they proved it to you yet.

I know that when Clinton wants things his way (or hers!) it is very difficult to dissuade them. However, sometimes when the public clamor is so loud that they HAVE to listen, politicos get nervous about losing the next vote. And with Hillary "adopting" my beloved birthplace of NY to go after like a prize, that could hold some weight. Yet I tend to agree with the rest of you that it's nearly hopeless. Let me tell you my take on it: The Klintons ALWAYS go for New Years Eve-onward to the Renaissance at Hilton Head, NC. This year they couldn't very well say that they wished to stay close to their Camp David bunker, with all that food it took the White House two hours to order from a firm in Utah...so they made this party so that they could wave at the public, but never be far away from those secret service helicopters to whisk them to their retreat. What do you think?
