You could join two mpgs with Premiere 5.1

Joining 2 MPEG files with Premiere is a very time-consuming process and requires rendering.

You must obtain MPEG joining tools to perform the job. Please e-mail us if you require more information.

I have been able to join mpg files by simply opening a DOS window and entering something like this at the command line: copy /b part1.mpg+part2.mpg+part3.mpg complete.mpg.

There's a program called iFilmEdit that you can use to edit MPEG files. This program can crop edges of MPEG files or put together several MPEG files to one file. Using COPY /B is not a good idea, as I've found out, because the play time gets messed up. Don't use COPY command, but get a program like iFilmEdit.

Using the COPY command will screw up the file headers. iFilmEdit is definetely the way to go.
