Unemployment Benefits, Joanna Effect

Ed Yourdon mentioned in a 12/98 essay that there would be problems with some states unemployment benefits checks because of a Joanna Effect because their computors look one year ahead. Does anyone know of what happened with that and how many states were actually affected, if any, and how it was solved, if it was?

Answers

I think that in some cases there was a workaround strategy where data entry people were instructed to use 12-31-99 as the date of expiration of benefits. That'll work for a few more months.
