Plating with numbers is easy but this represents MORE than 50% slippage, as they went from 42% to be done in Dec 1998 to 18% to be done in APRIL 1999, a %GT 50% decrease AND a 4 month slippage (where are the others, the ones who thought they would be done in April, during the previous reporting period??). Dr. Fellegi has conducted an impressive telephone survey of 10,000 (!) organizations that produce 85 percent of Canada's GDP (gross domestic product).
The single best nugget is his observation that when polled in May 1998, between 40 and 42 percent of large organizations reported they expected to be finished with Y2K by the end of 1998. Their latest reporting is that only 18 percent expected to be finished by April of 1999.

Felligi's testimony to the Industry Canada Standing Committee indicated that over 20% of those surveyed did not respond. He indicated that no questions were asked about IV&V. And, throughout his testimony, the "percentage of mission critical systems ready" seemed to imply "remediated." No mention was made of testing.
