Why not start with a plan for the employees' personal needs? (In reality everyone looks after #1 first, so why not openly acknowledge it). Once employees figure out what their families' needs would be in a serious utility or supply chain failure, they are ready to understand the critical vulnerabilities of their employer. Employees will also quickly understand that their own survival is directly linked to a whole of business effort to keep the company intact in such an event.
