sure, it's easy! remember this is the same country that publicly announced last summer that power generation facillity that didn't get their remediation in place by last October 31st would result in 'special disciplinary measures' for the senior administrators of the site. S.D.M., of course being a euphemism for sending said administrators to a government slave labor camp.
