Does a diffusion device (such as the Sto-fen Omnibounce) attached to the front of a 380EX flash interfere in any way with flash metering, E-TTL, or the pre-flash functioning of this flash unit (in conjuction with an Elan IIe)?

Not as far as I know. Since flash metering is TTL, it really should not matter what kind of diffuser or bounce system you are using.
