By the middle of 1999, assessments and contingency plans will be reviewed by the President's Council in relation to possible system failures. Although the Council is discussing the conversion of both federal government and industry systems, it does not assume responsibility for the conversion of systems outside the government. Responsibility for the smooth conversion of any system belongs to the system's owner and its affinity groups.

Diane, I'll have to schedule a FEMA clicking day! You're the bloodhound!
Right now I need Mike Walker's eMail address. Do you happen to have that at your fingertips? He is advocating local prep, but some FEMA trainers at the local level haven't ever heard of Y2K, or have and dismiss it as a looney hoax and won't listen/hear/see a word of it.

They refuse to even *look* at the Washington Post article detailing the plans, etc. I need to get to the bottom, er top, to see if the reporting has been accurate and if so, how can these very people be so in the dark? Very odd.

Thanks, Leska

Leska,

I'll see what I can see. Do you ever get the feeling it's just the top level preparing, trying to keep Y2K preparations to themselves? Whereas those "in the trenches" are left cluess too. Oh, no, they don't "need to know," we'll take care of everyone. Too many military types showing up in unexpected job titles. Something's afoot.

It's all so amazingly bizarre!

Leska,

Search here for FEMA staff:

Robert M. "Mike" Walker: Deputy Director

Mike Walker was appointed by the President and confirmed by the Senate as Deputy Director of the Federal Emergency Management Agency in September 1998. Previously, Mr. Walker was the 23rd Under Secretary of the Army, a post he has held since November 1997. As Under Secretary, Mr. Walker was the No. 2 civilian leader in the Department of the Army. In his Army position, Mr. Walker was responsible for assisting in the general management of the Department. Mr. Walker served as a member of the Secretary of Defense's Management Council and was responsible for managing the Department of Defense's support to domestic disasters. Mr. Walker served as Acting Secretary of the Army for the first six months of 1998.

In March 1994, Mr. Walker became Assistant Secretary of the Army for Installations, Logistics and Environment, where he was responsible for overseeing more than 100 installations worldwide and more than $200 billion in facilities, equipment and supplies. For one year, he also served concurrently as the Army Acquisition Executive.

For 25 years, Mr. Walker served in various staff positions on Capitol Hill. He was staff director of the Subcommittee on Military Construction of the Senate Appropriations Committee, and an assistant to the late Congressman Joe L. Evins and former Senator Jim Sasser.

A native of Tennessee, Mr. Walker attended the University of Tennessee and served as an enlisted soldier in the Tennessee and Washington, D.C., Army National Guard.

Then read the following speech, illustrating how the National Guard is being used in U.S. terrorism response, by 2000:

Remarks by Hon. Charles L. Cragin, Acting Assistant Secretary of Defense (Reserve Affairs)

So many interconnections!

Types of Disasters and Being Prepared

http://www.fema.gov/pte/ prep.htm

Disasters take many forms. They're caused by gale force winds, sudden floods, releases of deadly chemicals, fire, ice, even upheavals of the earth itself. When disaster strikes, the best protection is knowing what to do.

To find out more about disasters and steps you can take to prepare, select a disaster or other topic below for further information. To find out detailed information about your community's disaster plans, call your local office of emergency services.

Your words yesterday proved eerily prophetic. This is exactly the situation I became privvy to last night. We're backing out of FEMA/group/committeee involvement because the vibes gives us the eebie jeebies. We'll just do refresher classes & advanced seminars but otherwise remain our usual hermit hibernating selves.

Leska,

I'm becoming increasingly convinced that most the military mobilization IS about terrorism, and secondarily about Y2K.

Why is a FEMA web-page on terriorism just newly updated, huh?

Good advice too.

Diane

-- Diane J. Squire (sacredspaces@yahoo.com), January 15, 1999.

Diane, FEMA is currently more alarmed about terrorist opportunistic mayhem-leveragers than the computers & embedded systems. The idiot trouble-making "terrorists" are more common now than the system failures. Check your eMail; I'm sending you news.
