The report is at best informative. It is not conclusive. To have "conclusion" you need corporate letterhead and the signature of the CEO which places his/her head on the chopping block, so to speak. Even this is not a guarantee and that is why you aren't going to see too many of them either. "Hope for the best, but prepare for the worst" continues to hold true.

Found in this report under critical services (the rest is of little consequence without these services)... "In every area except for benefits payments, the Council is relying partially or entirely on industry trade associations to provide assessment information on Y2K progress within their sectors. As noted earlier, many trade associations are still working to gather initial or more comprehensive survey data on the status of their members Year 2000 efforts. "
