I would argue that the population of Bregna is not dumb as some people have said.... I think that's just as ubsurd as saying the proletariat from "1984" and even the middle class of the US is dumb and doesn't understand how the world works.

I believe that Ohnan and Cybil know exactly what's going on.........just because they aren't total logic shows that they have humanity and honor.

Where is the passion if you don't take risks?

And no dictatorship can last for very long.

When Aeon tells Trevor, "it's good not to be scared"..... as the dictator he is the only human in Bregna who has Rights. Trevor is basically king......he has all the wealth and power and lives in comfort and security in his Tower.

But I think he knows his time is limited. He does have a master plan to change the World.....to change Humanity......

I think he believes that he is a vessel for good......that his terrible actions will help the species as a whole.

.....but again......he knows that his time is limited. There is the threat of Monica. Monica has made it VERY clear that they will not stand for his infringing on their sovereignty. They have been able to thwart almost every one of his "Master Plans", either with their military or through Aeon.

Trevor's own people are showing signs of rebellion. Trevor's army and technology can keep him in power for longer then normal.......but it's not a permanent fix. Just like Russia......the great patience of the Breens will wear out.

And in many episodes......we are shown that Trevor is not a complete dictator....just an autocrat on top of an upper elite.....at least in the beginning. He has to deal with them too. His brilliance can only keep him on top for a finite time.

I believe that, rather than being dumb, the Breens are caught up in the romantic fervor that their leader conjures. This can be seen in "Utopia or Deuteronopia".

I think this idea is represented quite well in the series. Especially in "U or D" and Thanatophobia.
