every time i scratch it, the itch goes slightly away, but like a minute later, the itch comes back and i have to scratch my ass again.

sometimes the itch is waaay down and i have to remove one or two articles of clothing (depending on how drafty i feel on a particular day), scratch the offending patch of ass, and replace the clothing to its original location.

how do i make my butt not itch? would not shaving help?

Have you tried baby wipes? Cleansing helps more than destroying what delicate tissue you may have left.
