Will unemployment insurance offices fail in January, 1999?

I saw a story today about state unemployment insurance offices. The story says states that haven't dealt with Y2K in this area could easily have failures in January of 1999.

Washington D.C. has the greatest chance of unemployment insurance problems six weeks from now. Other states or areas with the greatest chance of problems are:

the Virgin Islands

Puerto Rico

Louisiana

New Mexico

I've heard of reservations, auto insurance, and auto registration as possible problems in January of 1999. Could unemployment insurance be the most visible news item on Y2K in January?
