I certainly interpret North's commentary as being quite sarcastic. I think that, in general, he is starting to assume that most people who go to his site these days have been there for a while, so he does not go into the painstaking references to previous commentaries and articles. So, in this case, I think that he is assuming that the reader understands that our belief that the surface transportation system, vital to our very survival, will in fact be Y2K compliant, based on nothing more than the legal mush type responses given to Y2K questionnaires, which have been mercilessly derided elsewhere on his web site.
