Sharpness and contrast both seem to be lacking, though it could be the scan. The bullseye composition is probably the biggest problem.

Contrast is very high too. A difusser would be very helpful in softening the harsh sun(?) light.

This looks like a raw scan. Suggested minimum processing: adjust the levels and sharpen. Are those dust spots at the top-left? Anyways, attempting to fix it reveals a harshly lit scene [highlights blown out, no shadow detail]. A re-scan may be in order, but looking at the exposure and film speed, I don't hold much hope...
