Importing web pics

I have just scaned a number of my photos on a new HP scanner. They look pretty good on the PC, but when I import them into my web site creator (Netscape publishing Suite/NetObjects Fusion PE) The photo looks of very poor quality. Is there anyway I can improve the image? Thanks.

I don't know about you specific software. I have used Netscape Composer, which converts files to JPEG, and I think my computer then displays the results in 256-colour. OK for B&W, horrible for colour (it gives sharp "contour" lines). I now use a program called CJPEG to create the jpeg files, which gives me greater control, and pre-process the picture to reduce the bits per pixel (eg to 3 bit per colour), and introduce random dithering. Lovely. I would point you to the results, but they are not public yet.
