Tricks for shooting PAL , editing AVID and blowing up to 35mm for indie feature

Can anyone tell me what glitches and additional expenses I may incure if I shoot PAL, online/offline on a universal 24p Avid, output then blow up to 35mm?

And isn't it true that PAL Digibetas have a higher resolution than NTSC digibeta cams? Thanks
