London's imminent congestion charge could knock tens of thousands of pounds off house prices around the edge of the city's central zone, as motorists find new rat runs to skirt the £5 a day fee.More than half of property experts polled by the Royal Institution of Chartered Surveyors expect to see the value of homes fall in quiet streets which experience a surge in traffic after the congestion charge begins next Monday.
