Concrete Floors in Garages

I have a garage that is 30 yrs old.
It is insulated in the walls and ceiling.
I have never noticed any humidity in garage.
My 1971 GP has been oil sprayed underneath.
Could the concrete still be emitting moisture that is rotting the
bottom of my car (floors/frame)
Do you put down plywood or a vapour barrier or is this really an issue.
